LVR Flote has successfully completed project ”Introduction of modern and efficient icebreaking equipment in the Gulf of Riga (Icebreaking Riga)” with the co-financing by the European Climate, Infrastructure and Environment Executive Agency CINEA under the project programme CEF-T-2022-MILMOB-WORKS.
In framework of this project and in line with the company’s strategy LVR Flote purchased a multi-purpose ice-class service vessel to improve the capacity and efficiency of the ice-breaking operations in the port of Riga and the Gulf of Riga, as well as to improve the operational efficiency of other LVR Flote services. Outside of the winter navigation period, the vessel is used for maintenance of aids to navigation, hydrographical surveys and other operations.
This project also has a significance for strengthening of the military mobility – the vessel is intended to provide support for civil and military purposes to Latvian Navy and Border Guard, if necessary, as the vessel is be suitable for transporting of military equipment and personnel.
Hybrid propulsion in the daily operations of a vessel reduces fossil fuel emissions and contributes to the overall achievement of climate neutrality and decarbonization goals in the port of Riga.
In accordance with the procurement regulations, the purchase of the vessel was organised through an open procedure (ID Nr. LVRFLOTE 2023/2-AK/1). In November 2023 LVR Flote concluded a contract with the selected tenderer – Baltic Workboats AS.
On 19 March 2025, at the Port of Riga, in the presence of the Ministry of Smart Administration and Regional Development, the Ministry of Transport, the Ministry of Economics, the Representation Office of the European Commission in Latvia, representatives of Latvia’s ports, and other cooperation partners, LVR Flote’s new multifunctional ice-class vessel LAURA was ceremonially commissioned into the fleet.
Total costs of the projects are 10 785 000.00 EUR. According to the funding agreement CINEA co-financing has been granted up to 50% of the eligible costs of the project.

LVR Flote, together with a consortium of partners from the Central Baltic region, is implementing the project PILOTech , aimed at reducing CO2 emissions on pilot boats in Estonia, Finland, Latvia and Sweden.
The project has been awarded co-financing from the European Union under the Interreg CENTRAL EUROPE Programme and was launched in May 2026.
The lead partner of the project is Tallinn University of Technology (TalTech). The project consortium comprises TalTech, LVR Flote, the Swedish Maritime Administration – Sjöfartsverket, the Estonian State Fleet – Riigilaevastik, the Finnish pilotage service provider – Finnpilot Pilotage Oy Ltd, and Novia University of Applied Sciences.
In framework of the project, LVR Flote aims to reduce CO₂ emissions through the introduction of an integrated monitoring system on its pilot boats designed to improve operational efficiency.
The maximum co-financing available under the Interreg programme amounts to 80% of eligible costs. LVR Flote’s budget within the project is EUR 306 thousand, of which EUR 244 thousand is co-financing of the European Union.
